Funding the arts doesn't irritate me THAT much. But I say: if you're going to fund art, make it something that the average taxpayer can appreciate.
My problem with the funding of art is the whole artistic zeitgeist of this age. You need a post-graduate course in some God-forsaken critical philosphy to even UNDERSTAND most of the art being produced today, LET ALONE like it.
I'm slightly anti-intellectual when it comes to anything artistic. If a guy with a college degree can't like it, there's a problem. Art should work on many levels, and be "accessible" to a wide variety of people, not just people who're indoctrinated in the latest trend. If it can't be appreciated by a large number, what the hell is the point? The goal, for taxpayer-funded art, should be for it to be accessible and challenging, for it to work on both levels.
If I sound better, it's the product of spending a semester in graduate English, reading Gravity's Rainbow. That was a turning point for me, artistically speaking.
